OpenText and Cohere Partner to Bring Agentic AI to Regulated Sectors

OpenText Corporation and Cohere announced a strategic partnership on September 16, 2026, at the ALL IN AI conference, outlining a joint effort to bring trusted agentic AI to governments and regulated industries by pairing OpenText’s enterprise data and context capabilities with Cohere’s AI platform and models.

In the announcement, datelined Waterloo, Ontario, the companies presented themselves as supplying complementary layers of the AI stack for what they call the agentic enterprise. OpenText covers data and context, unlocking unstructured, operational, and transactional enterprise data so that agents have the context they require. The application and orchestration layer comes from Cohere through North, a platform the company describes as secure and privately deployable, alongside Cohere’s enterprise AI models, which the release says power complex automations.

“Data is not the supporting act, it is what gives agentic AI the context it needs to perform,” said Ayman Antoun, chief executive officer of OpenText. Antoun said OpenText brings the data and context layer while Cohere brings the orchestration and models, and that together the companies give clients what they need to build the agentic enterprise.

In its own announcement, Cohere framed the deal around a single goal: taking agentic AI out of the pilot stage and into production for governments and regulated industries. According to the post, the combined offering is meant to let AI agents reason over enterprise data and act across systems, with the context, orchestration, and intelligence those tasks require, while customer organizations keep control of security, deployment, and where their data sits.

Integration, Deployment, and Reseller Terms

Under the terms described in the release, OpenText plans to integrate Cohere’s North platform, which it describes as an agentic AI orchestration platform, and Cohere’s large language models into OpenText Aviator AI agents. Clients will be able to choose where the combined capabilities run: on-premises or in a private, public, or sovereign cloud, depending on their security, data, and deployment requirements.

“Enterprises and governments need AI that can work with their most important data while keeping them in control of where that data lives and how it is used,” said Aidan Gomez, co-founder and CEO of Cohere. Gomez said that combining North and Cohere’s models with OpenText’s data and context gives organizations a secure path to move agentic AI from pilot to production, and to put it to work across the systems and workflows their teams use every day.

According to the release, the partnership also spans product development, coordinated go-to-market execution, and a strategic reseller relationship through SOLEX, which will let OpenText offer Cohere-supported solutions both on-premises and through OpenText Cloud. OpenText said the agreement adds to a partner ecosystem that, in its account, delivers the full AI stack clients need to deploy agentic AI.

OpenText characterized the combined stack of trusted data, context, orchestration, and large language models as addressing a gap that, in the company’s telling, has previously limited agentic AI adoption inside enterprises. The joint solution is designed to let agents reason over trusted enterprise data in context and automate processes across systems while maintaining control over data location, security, deployment, and accountability.

Company Backgrounds and Regulated-Sector Footprint

The release presents the partnership as a pairing of two Canadian AI companies that extends a shared foundation in trust and security to regulated markets worldwide. OpenText was founded in Canada in 1991 and says it serves more than 120,000 enterprise clients in 180 countries. Cohere was founded in Toronto in 2019 and builds foundation models and end-to-end AI products for enterprise and public sector organizations; the release describes it as the world’s leading sovereign AI company.

OpenText said its data and context layer already runs inside the world’s top 20 federal governments, along with healthcare systems, financial institutions, insurers, and global supply chains, delivered through its Content, Business Network, IT Operations Management, and Cybersecurity solutions. The companies said the combined OpenText and Cohere agentic solution is purpose-built for governments and organizations in highly regulated sectors, where AI agents must reason over trusted data and act across systems without sacrificing control over data location, security, or deployment. The solution is expected to reach clients in early 2027, according to the release.
